How to recognise scams (for workers)

  • A real employer never asks for money for the job, visa, housing, insurance, travel or papers. If asked, it is a scam – even if the amount is small and “refundable”.
  • Do not travel without a written employment contract. It must state the employer's name and registration number, position, pay, working hours and start date.
  • Check the company in the official register: Norway brreg.no, Sweden bolagsverket.se, Denmark datacvr.virk.dk, Finland ytj.fi. Not in the register – no employer.
  • The e-mail domain must match the company. Writing from gmail/outlook in a company's name, pressing for urgency or promising pay far above market – be suspicious.
  • Payments in crypto, gift cards, Western Union or via an “agent” – no. Wages are paid to your bank account with a payslip.
  • Nobody may take your passport or ID documents “for safekeeping”.
  • “Free housing” with unclear deductions from pay – ask in writing how much and for what.
  • The Jobbnord e-mail has a button to report a suspicious employer. After two reports the employer is blocked automatically.

What to know, by country

Norway

  • A written employment contract is mandatory for everyone (Working Environment Act) – immediately for jobs under 1 month, otherwise within 1 month.
  • In construction, cleaning, shipyards, agriculture, fish processing and hospitality a generally applicable minimum wage (allmenngjort lønn) applies.
  • An HMS card is mandatory on construction sites and in cleaning – the employer orders it.
  • EU/EEA citizens staying over 3 months register with the police (registreringsordningen). Non-EEA – permit via UDI.
  • The worker needs a D-number and tax deduction card (skattekort) from Skatteetaten; the employer reports via the a-melding.
  • Arbeidstilsynet supervises contracts, working hours and housing standards when the employer provides housing.
  • Ukrainian and other non-EU/EEA citizens: need a residence and work permit in this country; Ukrainians with temporary protection may work. Permits are handled by UDI.

Sweden

  • EU/EEA citizens need no work permit. Staying over a year – register with Skatteverket (personnummer), shorter – a coordination number.
  • There is no statutory minimum wage – pay is set by collective agreements (kollektivavtal). Ask whether the employer follows one.
  • The employer must provide written terms of employment within 7 days (LAS).
  • An ID06 card is mandatory on construction sites.
  • The employer registers with Skatteverket, pays employer contributions and reports wages monthly (AGI).
  • Arbetsmiljöverket supervises the work environment.
  • Ukrainian and other non-EU/EEA citizens: need a residence and work permit in this country; Ukrainians with temporary protection may work. Permits are handled by Migrationsverket.

Denmark

  • EU/EEA citizens staying over 3 months get an EU registration certificate via SIRI (nyidanmark.dk), then a CPR number and tax card (skat.dk).
  • The employer must provide written terms (ansættelsesbevis) within 7 days of starting.
  • There is no statutory minimum wage – pay is set by collective agreements (overenskomst).
  • The employer is CVR-registered and reports wages via eIndkomst; a private person with household help – see the private employer note.
  • Arbejdstilsynet supervises the work environment.
  • Foreign companies posting workers to Denmark register in RUT – this does not apply to direct hiring.
  • Ukrainian and other non-EU/EEA citizens: need a residence and work permit in this country; Ukrainians with temporary protection may work. Permits are handled by SIRI (nyidanmark.dk).

Finland

  • EU/EEA citizens staying over 3 months register their right of residence with Migri. The worker needs a personal identity code and tax card (verokortti) from Vero.
  • On construction sites a tax number (veronumero) and a photo ID card showing it are mandatory.
  • In most sectors collective agreements are generally binding (yleissitova) and set minimum pay.
  • Terms of employment must be given in writing; a written contract is recommended.
  • The employer registers in the employer register and reports wages to the Incomes Register (tulorekisteri).
  • Työsuojelu supervises occupational safety.
  • Ukrainian and other non-EU/EEA citizens: need a residence and work permit in this country; Ukrainians with temporary protection may work. Permits are handled by Migri.
